太平洋国际学会(Institute of Pacific Relations,IPR)成立于1925年,是第一次世界大战后由亚太地区民间团体成立的国际非政府组织。1945年1月6-17日,第九届太平洋国际学会在美国弗吉尼亚州温泉镇召开,来自中、英、加、美、澳、法、荷、印、韩、泰、菲十一国的代表讨论了战后对日本处置、远东地区经济发展以及附属领地问题,这些讨论和研究为雅尔塔会议和波茨坦会议创造了基础。由于太平洋学会会议不公布正式会议记录,这份收藏于美国国家档案馆的解密文件反映了中、美、英等主要国家代表对战后太平洋地区重建问题的不同态度,以及对日本天皇(TheThrone)和财阀(The Zaibatsu)的处置意见,有助于人们了解战后远东秩序建立的相关背景,对于研究战后至今太平洋政治格局的建立与演变具有一定参考价值。
Founded in 1925, the Institute of Pacific Relations (IPR) is an international non-governmental organization founded by civil society organizations in the Asia Pacific region after the First World War. On January 6-17, 1945, the Ninth Pacific International Society was held in Hot Springs, Virginia, USA. Representatives from the 11 countries of China, Britain, Canada, the United States, Australia, France, the Netherlands, India, South Korea, Thailand and the Philippines After the war, they discussed the disposal of Japan, the economic development in the Far East and the affiliated territories. These discussions and studies have laid the foundation for the Yalta Conference and the Potsdam Conference. Since the Pacific Society meeting did not release official minutes, this collection of documents, which were archived at the National Archives, reflects the different attitudes of the major countries represented by China, the United States and Britain on the reconstruction of the post-war Pacific region and on the attitude of the Japanese Emperor (TheThrone) and The disposal of The Zaibatsu will help people to understand the background of the establishment of the post-war Pacific Far East so far and to be of some reference value for the study of the establishment and evolution of the Pacific political situation since the war.
