2009年1月，国家批复了《2009—2015年全国小水电代燃料工程规划》，标志着小水电代燃料工程建设全面启动。近年来国家在我国部分地区开展了小水电代燃料试点和扩大试点建设。通过小水电代燃料工程建设，代燃料试点区山更青了，农民生活质量提高了，农村居住环境优美了，农民收入增加了。
