历史上的美国曾数次遭受国内分裂危机的困扰,州权主义者公然和联邦对抗并扬言退出联邦,但都没有得逞,分裂危机都以维护联邦的统一而告终。十九世纪二三十年代南卡罗拉纳就曾为了捍卫州权而否定联邦法案,上演了被称为“美国内战的序曲”的危机。文章详述了此次危机的始末和暴露的种种问题,并通过分析危机化解的途径得出结论:南方州权和联邦权力的不可调和性使美国内战爆发成为必然。
Historically, the United States has been plagued by a crisis of internal fragmentation on several occasions. State-men blatantly and federally opposed and threatened to withdraw from the Commonwealth, but failed to succeed. The crisis of separatism ended in defending the unification of the Commonwealth. South Carolina, in the 1920s and 1930s, once denied the federal act in defense of state power and staged a crisis known as the “prelude to the U.S. civil war.” The article details the whole story of the crisis and exposed the problems. By analyzing the ways of resolving the crisis, the article concludes that the irreconcilability of the southern state power and federal power has made the U.S. civil war a must.
