干部监督工作,是加强党的建设的一项重要内容,历来为我党所重视,也是我们党长期以来干部工作的光荣传统。无论是在战争年代,还是在社会主义建设时期,党都自觉地把监督工作放在重要位置。十一届三中全会以后,党在认真总结历史经验教训基础上,逐步建立了一套包括党纪、政纪、法律、民主、舆论、社会等监督的具有中国特色的干部监督体系,成为我党区别于其它政党的重要标志,在党的建设和国家政权建设方面发挥着越来越重要的作用。但是,随着改革开放的深入和社会主义市场经济体制的建立,干部工作和干部队伍中也出现了一些新情况、新问题,干部监督工作出现了一些与客观形势不相适
