地球因为有水而美丽.但目前世界上大多数国家缺水。中国是一个中度缺水的国家,但由于自然因素,主要是人为因素的影响,造成洪水泛滥、干旱缺水、水体污染、水土流失等问题,致使许多地方出现了水危机。水危机的危害巨大,严重制约着我国经济社会的可持续发展。为确保中国的水安全.坚持共同改革、综合防治的原则,提出了应对水危机的“八项治本之策”。水利现代化是国家现代化的重要组成部分.实现水利现代化是我国水利发展的方向和目标。当前水科学面临着若干重大课题,需要通过自主创新.推动水科学快速发展,为此提出创立“生态经济水利学”的构想,并对其基本理论与方法作了简要论述,目的在于推动我国水利工作尽快从传统水利向现代水利转变.早日做到人水和谐相处,以水资源的永续利用保障经济社会的可持续发展。 The earth is beautiful because of water. Realizing water conservancy is the direction and goal of water conservancy development in our country. At present, water science is facing a number of major issues that require independent innovation. In order to promote the rapid development of water science, the idea of ​​creating “eco-economic hydraulics” was put forward and its basic theories and methods were briefly discussed. The purpose was to promote the transition from traditional water conservancy to modern water conservancy in China as soon as possible. As soon as possible to achieve harmony between man and water, sustainable use of water resources to ensure the sustainable economic and social development.
