Looking back on the local legislation in 2013, the “expert legislation” in Guangdong Province is quite noticeable. In August last year, the Guangdong Provincial People’s Congress commissioned three universities to draft the “Petition Regulations of Guangdong Province” respectively and in November again entrusted the two universities to draft the “Disaster Relief Regulations of Guangdong Province”, which is the first time in the legislative history of Guangdong. Prior to this, the Provincial People’s Congress Standing Committee has completed the “legislative think tank ” layout, first to the public open selection of 66 including a number of areas of legislative consultants, has worked with 9 colleges and universities set up a cooperation
