为服从“四化”建设全局的需要,随着部队精简整编,我院床位已从1000张几经缩减至1986年编制100张。编制名额大幅度压缩,经费随之减少,而担负的医疗任务没有减少水、电、煤等日常消耗和经费的开支并没有按比例下降,急剧的变化,复杂的矛盾,给医院的生存和发展带来严重威胁和困难,面对这种艰难的形势和现状,医院为顾全大局,不等不靠,认为在新形势下要改变这种局面的唯一出路就是改革创新,挖掘潜力,决心在“夹缝”中求生存,在竞争中求发展。其主要做法和体会:
