加快经济发展方式转变,必须做好人的工作,着眼于调动内在积极性。加快经济发展方式转变,要在促成各级干部的“个体性认识”上下工夫。各级干部在加快转变工作上“非干不行”的“个体性认识”的形成,需要加大利益引导的力度。这里所说的利益引导,主要是干部业绩考核指标的变更、用人导向的进一步合理化、中央政府和各级地方政府财权和事权的重新划定、区域发展和产业结构调整的激励等等。
To speed up the transformation of the mode of economic development, we must do a good job in man’s work and focus on mobilizing the inherent enthusiasm. To speed up the transformation of the mode of economic development, we must make more efforts to promote “individual knowledge” of cadres at all levels. The formation of “individual awareness” of cadres at all levels in speeding up their transformation needs to step up efforts to guide their interests. The guideline of interests here is mainly the change of cadre performance indicators, the further rationalization of employment orientation, the redrawing of the financial and personnel rights of the central government and local governments at all levels, the encouragement of regional development and the adjustment of industrial structure, and so on.
