不断深化干部人事制度改革,建立适应社会主义市场经济体制的全新的人事管理规则,既是我们“入世”后面临的新挑战,也是推进政治体制改革进程的需要,更是整个世界范围内公共管理发展的趋势。当前干部人事制度改革的关键在于如何处理好民主化与科学化的关系,把党管干部与民主推荐结合起来,把民主化扎扎实实向前推进。聘任制改革中民主推荐和领导决策相结合的做法体现的就是这样一种机制,是目前干部人事制度上最切实可行又最有效的改革措施。
