作为中国主要污染源之一,火电行业实施循环经济既是节能减排的需要,也是经济提质增效的需要。本文运用基于方向距离函数的网络DEA模型,测度了2007-2013年中国火电行业循环经济效率,并进行了收敛性检验和影响因素分析。研究发现:(1)中国火电行业循环经济效率总体上处于较低水平,其中社会和生态子系统效率低下,经济子系统较好;东部和中部效率变动较小,西部较大;(2)整体效率和经济子系统效率先收敛后发散,社会子系统效率总体呈现稳定状态,生态子系统效率总体呈现收敛趋势;(3)要素禀赋结构、能源价格对循环经济整体效率有显著正向影响,科研投入、资源循环利用率、环境规制强度对循环经济整体效率有显著负向影响,同时通过引入虚拟变量验证了区位分布对循环经济效率也存在重要影响。
As one of the major sources of pollution in China, the implementation of circular economy in the thermal power industry is not only the need of energy conservation and emission reduction, but also the need of improving economy and improving efficiency. In this paper, the network DEA model based on directional distance function is used to measure the efficiency of circular economy in China’s thermal power industry from 2007 to 2013, and the convergence test and influence factor analysis are carried out. The findings are as follows: (1) The efficiency of circular economy in China’s thermal power industry is generally low, among which the social and ecological subsystems are inefficient and the economic subsystems are relatively good; the efficiency changes in the eastern and central regions are small and the western regions are relatively large; (2) Efficiency and efficiency of the economic subsystem diverge first, efficiency of the social subsystem shows a steady state, and efficiency of the ecological subsystem shows a trend of convergence; (3) The factor endowment structure and energy price have a significant positive impact on the overall efficiency of the circular economy. The research Input, resource recycling rate and environmental regulation intensity have a significant negative impact on the overall efficiency of circular economy. At the same time, by introducing dummy variables, it is verified that the location distribution has an important impact on the efficiency of circular economy.
