亚洲金融危机折射出的IMF措施的不力,由美国等发达国家主导IMF决策的现状及新兴市场经济体在世界经济中地位的提升都对IMF提出了严峻的挑战。自上世纪90年代以来,IMF已在改革决策机制、透明度、危机防范能力和贷款有效性上取得了一定的成果。但可以说,IMF的改革才刚刚开始,现行体制并未撼动美国等发达国家在IMF的决定性地位。中国作为发展中国家的主导力量之一,更应认清形势,积极采取措施使IMF今后的改革能朝着有利于发展中国家的方向发展。
The poor IMF measures reflected by the Asian financial crisis have posed severe challenges to the IMF from the current situation in which the United States and other developed countries dominate the IMF’s decision-making and the emerging market economies’ rising status in the world economy. Since the 1990s, the IMF has made some achievements in reforming its decision-making mechanism, transparency, crisis prevention capability and loan effectiveness. However, it can be said that the IMF reform has just begun and the current system has not shaken the decisive position of the developed countries such as the United States in the IMF. As one of the leading forces in developing countries, China should understand the situation and take active measures to make the IMF’s future reforms be conducive to developing countries.
