中国当前的能源市场环境难以支撑未来综合能源局域网的快速繁荣发展,其主要原因在于,为了确保社会稳定,集中式能源系统享受了政府的高额补贴。这一政策给高效独立的综合能源局域网施加了较高的价格壁垒,导致其和集中式能源系统不是站在同一起跑线上公平竞争,从而难以向消费者灵活高效地供应能源。综合能源局域网,通过整合其内部能源供应资源和电、热、交通等能源需求,构建适应本地能源供应能力及结构的能源需求曲线,可以显著地提高系统运行效率。由于集中式能源系统的价格补贴优势,这一高效的综合能源局域网的能源供应价格却无法和人为维持低价的集中式能源系统公平竞争。为了解决这一问题,该文提出一系列的市场化改革和发展建议,以期构建优良的市场环境,确保综合能源局域网与集中式能源系统站在同一竞争起跑线上,促进能源互联网发展,提高能源消费者福利。“,”Current commercial framework in China does not offer a level-play field for independent smart energy grids to thrive and compete with the central supply for supplying domestic energy customers. This is largely because that the energy price from the central supply is highly subsidised to ensure social stability. This poses a major barrier for efficient and integrated independent energy systems to provide flexible energy sharing to end consumers. Integrating energy systems and energy demand from electrical, heat and transport can substantially improve the efficiency of micro-energy systems through building better demand profiles to suit local generation and infrastructure. However, the true cost of such an efficient supply cannot compete with the central supply where the price is kept artificially low. In order to realise energy internet, and putting micro-energy grids in the same level play field with the central supply, this paper recommends a number of market developments and reforms to create the right economic environment and make the system work for the benefit of energy consumers.
