缺乏专门立法的保障是故宫博物院发展面临的重要问题,因此《故宫保护条例》的立法工作具有现实的必要性与紧迫性。本文就《故宫保护条例》立法的必要性、框架和主要内容进行了研究,并针对这些问题提出具体的立法建议。 The lack of protection of special legislation is an important issue for the development of the National Palace Museum. Therefore, it is necessary and urgent to legislate the “Regulations of the Forbidden City”. This article has carried on the research to the necessity, the frame and the main content of the legislation of the Forbidden City Protection Ordinance, and put forward the concrete legislative proposal to these questions.
