目前,在秘书学的理论研究上,文件、文书、公文三令概念的定义尚未确定。在实际应用中,三者的内涵既有联系又有区别,有时相互交又,有时又相互包含,其中任何一个名称被使用时;他人究竟作何理解,全凭所处曲语言环境及人们约定俗成的一般印象来决定。在论及文件的本质及特点以前,为了使本文的结论更加清晰、明确,则必须先明确三个概念的涵义,理清它们之间的界限。
At present, in the theoretical study of secretary studies, the definition of the concept of documents, documents and official documents has not yet been established.
