[目的]对青浦区各社区提供的公共卫生服务成本进行调查,了解青浦区各级政府对社区公共卫生投入现状,并对存在的问题进行分析,为政府在公共卫生服务的投入上提供科学依据。[方法]用专家会商法确定全区公共卫生服务项目,采用调查的方法收集全区各社区2010年公共卫生服务项目完成情况。[结果]青浦区现有公共卫生服务医师人均服务面积在1.07 km2～5.95 km2之间,青浦区常住人口拥有公共卫生服务医师数在1.95～5.61/万之间,按照常住人口计算全区人均公共卫生服务投入为28.85元/人,工资性收入占到全部公共卫生费用支出的86.48%。[结论]政府在公共卫生投入要兼顾服务人口、服务面积,在公共卫生的投入上要有统一规范的政策,满足公共卫生服务的均等化要求。
[Objective] To investigate the public health service costs provided by the communities in Qingpu District, understand the current situation of the community public health investment by the governments at all levels in Qingpu District, and analyze the existing problems so as to provide the scientific basis for the government’s investment in public health services . [Methods] Determine the public health service projects in the district by experts’ business law and collect the completion of 2010 public health service projects of all communities in the whole district by the method of investigation. [Results] The average service area of existing public health service physicians in Qingpu District ranged from 1.07 km2 to 5.95 km2. The number of public health service physicians in resident population in Qingpu District was between 1.95 and 5.61 / 10,000. According to the resident population, the per capita public The investment in health services is 28.85 yuan / person, and the wage income accounts for 86.48% of the total public health expenditure. [Conclusions] The government should give consideration to the service population and the service area in the public health investment, and should have a uniform and standardized policy on public health investment so as to meet the requirement of equalization of public health services.
