江津县档案馆库房是一九七八年修建落成的新库房,由于当时我省《关于档案库房基建工作中应注意的几个问题》尚未颁发,因而建筑结构和质量都不完全符合控制温湿度的要求,特别不能适应江津高温高湿的气候环境。存在的主要问题是墙体较薄(24公分厚),窗户较多较大,库房门为双扇,未设过渡间,工艺水平低,密闭条件差,所以库内的温湿度几乎总是接近库外的温湿度,相对湿度经常高达80％以上,档案深受其害。
