商品房预售主要是指具有合法资质的房地产企业将其产品(商品房)在竣工验收完毕之前出售给房屋购买者的行为,在此过程过程中,房屋购买者需要依据预售合同来交付购房费用,而预售房地产企则需要依照合同的规定按时交付该商品房。商品房预售最大的优点在于它能够在一定程度上缓解因为开发商品房而给房地产企业造成的资金压力,保证该商品房项目更加顺畅地竣工验收,因而此方法在房地产市场上应用范围较广。但是商品房预售行为存在着一定的法律风险。因此,通过采取有效的措施来提升商品房预售资金监管的有效性则显得非常必要,并且具有巨大的现实意义。
