米泉县三道坝乡卫生院是我区第一个实行租赁制的乡卫生院,现有职工27人,病床12张。近年来该卫生门诊病人少,病房“吃不饱”,设备闲置多,职工劲不高,一段时间卫生院门庭冷落,很不景气。1987年1至5月仅收治17个病人,病床使用率不到5%;业务收入少,1987年比1986年减少了23%,全院活动资金仅有1400元;人浮于事,全院出勤率不到70%,人心涣散,正如本院一些职工所说,我们卫生院是“王小二过年一年不如一年”。面对困境,卫生院怎么办?!县卫生局大胆改革,放开搞活,于1988年元月对该卫生院实行租赁经营,租赁后他们的主要做法是:对职工实行聘任制,明确工作职责,实行目标管理,落实各项任务,建立和完善各种规章制度,坚持奖勤罚懒,按劳取酬,端掉了“大锅饭”,打破了“铁饭碗”,充分调动了职工积极性,现
