From this perspective, it can be said that Fujian is a miniature of China’s reform. In order to achieve the goal of socialist modernization, China has implemented the policy of reform and opening up from the end of 1978, changed its closed and rigid economic model, and its foreign economic and technological cooperation and exchange have become increasingly active. In 1979, the first foreign economic law (Law of the People’s Republic of China on Sino-Foreign Equity Joint Ventures) was promulgated.
