随着经济体制的变迁和社会转型,现行以政府组织、引导、支持,农民自愿参加,个人、中央和地方政府多方筹集,以大病统筹为主的新型农村合作医疗制度面临诸多诟病。为此,从参与主体的分析视角,深入探析现行新农合存在的现实困境,并寻求新型农村合作医疗的优化路径具有重要现实意义。 With the change of economic system and social transformation, the current system of new-type rural cooperative medical care, which has been voluntarily participated by the government, guided and supported by peasants, raised by individuals, the central and local governments, and largely coordinated by serious diseases, is facing many criticisms. Therefore, it is of great practical significance to analyze the current dilemma of the current NCMS from the perspective of the participants, and to find the optimal path of new rural CMS.
