全国各地实施的食品安全黑名单公示制度不但可以增加消费者对食品安全的信心,而且可以促进食品企业增强自律、政府部门加强监管,在保障公民知情权的同时提高食品监管部门公信力。但由于此制度的宣传力度不大、公示的程序、方式、标准、责任设置等不统一,特别是在立法方面的不完善导致各地实施情况参差不齐,实施效果不尽人意。对此政府应加大宣传力度,改进公开方式,建立统一发布共享的信息平台,特别是要制定和完善相关法律法规。
The publicity system of food safety blacklist implemented across the country not only can increase consumers ’confidence in food safety, but also can promote self-discipline of food enterprises, strengthen supervision by government departments, and enhance the credibility of food regulatory authorities while safeguarding citizens’ right to information. However, the publicity procedures, methods, standards and responsibilities are not uniform due to the publicity of this system. In particular, the imperfect legislation leads to uneven implementation and unsatisfactory implementation results. To this end, the government should step up publicity efforts, improve the open method and establish a unified information platform for sharing and sharing, especially to formulate and perfect related laws and regulations.
