行政文化是当代行政管理之魂,其巨大的渗透力和影响力,使行政管理活动以及相关管理制度的建立处在一种特定的氛围之中。行政绩效,是评价行政行为优劣成败的基本标准。但政府本身不是私营部门,其绩效不能简单地体现为对效率的追求。因此,重新认识行政文化以及如何正确处理行政文化与行政绩效的关系,具有十分重要的意义。基于此,本文对行政文化的本质及行政绩效作了相关阐述,讨论了二者的关系并尝试性探索如何构建有利于提高行政绩效的行政文化。
Administrative culture is the soul of contemporary administration. Its huge penetration and influence make the establishment of administrative activities and related management systems in a particular atmosphere. Administrative performance is the basic standard for evaluating the pros and cons of administrative acts. However, the government itself is not the private sector and its performance can not simply be reflected in its pursuit of efficiency. Therefore, to re-understand the administrative culture and how to correctly handle the relationship between administrative culture and administrative performance is of great significance. Based on this, this article elaborates the essence of administrative culture and administrative performance, discusses the relationship between the two, and tentatively explores how to construct an administrative culture conducive to improving administrative performance.
