中国经济和社会的发展转型,很大程度地影响了职工体育协会的发展。为给中国职工体育协会的可持续发展以及中国职工体育的再度辉煌提供建设性意见,力争为中国由“体育大国”向“体育强国”转变做出贡献,采用文献资料法、问卷调查法、专家访谈法、数理统计法等研究方法,对中国职工体育协会发展的历程以及中国职工体育发展的现状进行了调查研究,研究认为:1)中国职工体育协会大致经历了破土萌芽期、曲折成长期、倒退荒废期、重生蹉跎期、黄金发展期、变革彷徨期和稳步发展期共7个不同的发展阶段;2)职工体育协会发展境况不容乐观,难以满足职工体育发展的需求;3)影响职工体育协会发展的因素既有管理体制、政策法规、经济条件、单位制度、文化氛围等外部因素,也有职工体育协会性质和地位异化、自身的建设与管理不善等内部因素;4)中国职工体育多为单位工会管理并以行政手段为主,领导层的喜好关系到职工体育开展得好坏,部分单位职工体育管理走向市场化,并且多数单位拥有完备的体育管理制度;5)职工体育活动在企事业单位文化建设中的积极作用得到认同,但各职工体育协会开展体育活动的频度与规模受多种因素制约且各不相同;6)各行业职工体育协会职工体育开展项目呈现多样化,但领导对职工体育发展的重视程度、职工体育协会组织管理完善程度、职工体育经费问题、职工体育意识的养成、体育场地与设施的完善程度成为制约职工体育协会发展的主要因素和亟待解决的主要问题。在此基础上提出了中国职工体育协会未来发展的对策。

In order to provide constructive suggestions to the sustainable development of China Workers and Sports Association and the resplendence of Chinese workers’ sports, and strive to make a contribution to the transformation of China from “Sports Power” to “Sports Power”, adopting the methods of literature and materials, questionnaire Investigation, expert interviews, mathematical statistics and other research methods, the development process of Chinese workers and sports associations and the status quo of the development of Chinese workers sports conducted a survey study that: 1) China Workers and Sports Association generally experienced the germination of the ground, 2) the development of workers and sports associations is not optimistic and it is difficult to meet the needs of the sports development of workers and staff members; 3) the development of workers and sports associations is not optimistic; Factors that affect the development of workers and staff associations include external factors such as management system, policies and regulations, economic conditions, unit system and cultural atmosphere, as well as internal factors such as alienation of the nature and status of the employees’ sports associations, self-construction and mismanagement, etc. 4) China Workers and staff are mostly organized by trade unions and administrative means, the preferences of the staff are related to the body The education and training of staff and workers in some units are marketized, and most units have a complete sports management system. 5) The active role of staff and workers in the cultural construction of enterprises and institutions is recognized, however, the sports associations of staff and workers carry out sports The frequency and scale of the activities are subject to many factors and different; 6) The workers and sports associations in various trades and occupations carry out diversified projects, but the emphasis they attach to the sports development of the staff and workers, the degree of organization and management of the staff and workers’ associations, The issue of sports funds, the development of sports awareness of athletes and the perfection of sports venues and facilities have become the main factors restricting the development of staff sports associations and the major problems to be solved urgently. On this basis, put forward the countermeasures of the future development of Chinese workers and sports associations.
