2011年,国家体育总局先后发布《全国体育人才发展规划(2010—2020年)》《体育事业发展“十二五”规划》《2011—2020年奥运争光计划纲要》等系列文件,指出要“提高教练员的执教水平和综合素质,培养高质量的体育教练员人才”。2012年颁布的《国家体育总局精英教练员双百培养计划实施办法》,进一步落实和推进了优秀教练员培养工作。优秀教练员的培养是全方位、多角度的,既有从理论到思想的提升,也有从实践到赛场的检验。其中,临场指挥就是教练员培养的一项重要内容。国家体育总局副局长肖天曾指出,临场指挥是竞技体育一个非常重要的环节,我们一些潜优势项目的问题正在于此。临场指挥之所以如此重要,在于其集中反映了教练员的执教技巧和经验,是教练员胆识、气质、思想、阅历、观察、反应、分析和决策能力的综合体现,也是决定赛

Among them, the on-the-spot command is an important part of training coaches. Xiao Tian, deputy director of the State Sports General Administration once pointed out that the on-the-spot command is a very important part of competitive sports and the problems of some of our potential projects lie here. The reason why the on-the-spot command is so important is that it mainly reflects the coach’s coaching skills and experience. It is a combination of coaching, courage, thinking, experience, observation, reaction, analysis and decision-making.
