随着美军在伊拉克战争后进行的全球军力调整,近来美国加快了军事人才建设并启动了相应的人才战略计划。美国国防部在《2001-2006年人事与战备工作战略规划》中提出:“人才是完成任务的核心……不能把人才视为可以削减的短期开支,而应将视为长期资源,这种资源是我们成功的基础。”概括地讲,如果把美军的人才工程比作一栋“大厦”,引进机制、培养机制、使用机制和储备机制就是这座大厦的4块“基石”。
