东华三院是香港历史最久远及最大的慈善机构,致力为市民提供社会福利、医疗和教育服务。从一个在庙字内的小小的中医诊疗亭开始,东华三院现已成为亚渊乃至世界范围内为老服务的窗口,其经验具有借鉴意义。作法政府主导香港政府着力推进社会福利社会化的进程。政府大规模地向民间福利组织提供财政捐助,直至奠定了今天的“官民合作,官款民营,民间福利组织与社会福利一体化”的社会福利制度格局。香港财政每年都在加大对养老服务的投入,但在运营方式上不是直接提供服务,而是通过招标,由中标的民间福利服务组织营运政府规划的社会福利项
Tung Wah Group of Hospitals is Hong Kong’s oldest and largest charitable organization dedicated to providing social welfare, medical and educational services to the public. Starting from a small Chinese medicine clinic in the temple, Tung Wah Group of Hospitals has now become the window of service for the elders and even the world. Its experience is of reference. The government led the Hong Kong government’s efforts to promote the socialization of social welfare. The government has provided large-scale financial contributions to non-governmental welfare organizations until the social welfare system of “government-civilian cooperation, government-run private enterprises, non-governmental welfare organizations and social welfare integration” has been established.
