长期以来,我国的贫困问题主要集中在农村,受二元经济社会结构的影响,城市的贫困问题一直被忽视。当前我国城市贫困群体的救助理念和救助方式存在着不足,包括过分依靠政府的主导作用、社会参与度不够、贫困者自我救助不积极等。因此,必须转变救助方式,引入社会工作方法,提升贫困者自助能力,保障城市贫困者的基本权益。 For a long time, the problem of poverty in our country has been mainly concentrated in the rural areas. Due to the dual economic and social structure, the problem of poverty in urban areas has been neglected. At present, there are deficiencies in the concept of relief and rescue methods for urban poor groups in our country, including over-reliance on the leading role of the government, inadequate social participation, and poor self-rescue by the poor. Therefore, it is necessary to change the mode of relief and introduce social work methods to improve the self-help capability of the poor and guarantee the basic rights and interests of the urban poor.
