本文认为,现代政府具有政治、经济、文教与社会保障等职能,这些职能随着人类生活社会化程度的加深而形成、发展,具有其内在规律性,政府职能一般都要经历从政治职能到经济职能再到文教与社会保障职能的发展演变。现阶段我国政府职能向文教卫生与社会保障职能转变,具有重大的历史意义和社会价值。文章提出,民主选票机制应成为政府公共产品决策和社会公平目标实现的基础。现阶段政府职能的重心由经济建设转向文教卫生与社会保障,有利于营造和谐的社会环境与各阶层有序化的社会联系,产生效率贡献,减少无序化的效率损失;有利于维护社会公平,减少社会动荡损失,实现政府职能的社会价值。 This paper argues that the modern government has such functions as politics, economy, culture and education and social security.
