行政文化建设当前最迫切、最直接的课题,就是把“四个全面”的战略思想和创新思路融入政府行政观念中,体现在政府行政制度中,指导政府行政行为。最重要的就是把“四个全面”确立为行政目标,发挥它的聚焦作用、激励作用、规范作用,为各级政府和行政人员明确奋斗的方向。在组织层面,要把“四个全面”确立为各级政府的行政目标;在个人层面,要把“四个全面”确立为各级行政人员个人的行政目标;在工作层面,要把“四个全面”确立为具体工作的奋斗目标。要实现“四个全面”的行政目标,关键是要落实于行政行为,追求行政效果,同时要以行政制度做保障。
