通过对林业发展宏观态势的分析,提出了深化林业改革,加快林业发展的思路:要以增加森林资源力根本,合理调整林种结构和产业结构,并进一步加快林业经济体制改革步伐。在本世纪末新增森林面积3186.6万 hm~2,森林覆盖率达到15%～16%;林种结构的调整焦点是合理配置防护林和用材林,还应高度重视薪炭林;合理调整林木采伐和林产工业的比例关系应该成为优化林业产业结构的重点,并要开展多种经营,形成以林为主、多种经营的林业产业新格局;深化改革的重点是资金、扩大企业自主权、培育市场和强化国家宏观调控搞活微观等。
