第一章 总则 第一条 为了保持各级人民政府同人民的密切联系,保护信访人的合法权益,维护信访秩序,制定本条例。 第二条 本条例所称信访,是指公民、法人和其他组织采用书信、电话、走访等形式,向各级人民政府、县级以上各级人民政府所属部门(以下简称各级行政机关)反映情况,提出意见、建议和要求,依法应当由有关行政机关处理
Chapter I General Provisions Article 1 These Regulations are formulated in order to maintain the close ties between people’s governments at various levels and the people, protect the legitimate rights and interests of petitioners and letters and maintain the order of letters and visits. Article 2 A petition referred to in these Regulations means that citizens, legal persons and other organizations report to all levels of people’s government, the departments under the people’s governments at or above the county level (hereinafter referred to as administrative organs at various levels) by means of letters, telephone calls, visits, etc. Circumstances, make comments, suggestions and requirements, which should be handled by the relevant administrative organs according to law
