为了落实服务贸易总协定(GATS)第三条第四款和第四条第二款提出的要求,加拿大最近向WTO服务贸易协议加入方公布了一系列查询其服务贸易领域信息的网站网址。加拿大政府认为在目前一轮服务贸易谈判中,许多成员都对服务贸易的透明度提出了更高的要求, 其中不但包括了对成员方服务贸易法规的立法程序和执行过程了解的需求,也包括了中小企业对服务贸易市场信息的渴望。加拿大政府表示非常乐意展开服务贸易规则进一步透明的谈判,与此同时也在这方面作出了一定的努力,譬如:建立了许多门户网站作为“联系点(contact point)”,以提供有关加拿大服务贸易的各种信息,其中包括四种服务贸易方式开放进展的情况、当代服务贸易技术以及服务贸易商业机会等,加拿大政府希望这些信息能对发展中国家中小服务贸易投资商有所帮助。以下是这些网站的网址和网站提供的一些主要内容:
In order to comply with the requirements of Article 3.4 and Article 4.2 of the General Agreement on Trade in Services (GATS), Canada recently announced to its WTO accession service agreement that it has published a series of website URLs for information on its trade in services.
