回顾30年发展历程,我国地方立法工作在取得很大成绩的同时,仍然存在一些比较突出的问题。有些问题是由于地方客观条件局限造成的,但更多的是由于制度性障碍制约的结果。地方立法应当在坚持民主参与原则下发挥地方人大常委会的主导作用,在国家统一法律体系下一切从地方实际出发,通过制度化的办法,不断提升地方立法水平,促进地方立法不断科学化、民主化。 Looking back at the course of 30 years of development, there are still some prominent problems in our country’s legislative work with great achievements.
