本文试图在新制度学的理论框架内，从经济制度、政府行为、文化制度三个方面分析 东亚技术创新能力不足的原因，并指出东亚制度变迁的复杂性。
This article attempts to analyze the reasons for the lack of technological innovation capacity in East Asia from three aspects: economic system, government behavior and cultural system in the theoretical framework of new institutional science, and points out the complexity of institutional changes in East Asia.
