针对局部房地产投资过热,建设部推出“五不”政策针对局部地区出现的房地产投资增幅过大、土地供应过量等问题,建设部、国家计委、财政部、国土资源部、中国人民银行、国家税务总局六部门在近日联合发出《关于加强房地产市场宏观调控促进房地产市场健康发展的若干意见》。《意见》明确要求各地房地产宏观调控要做到五“不”:一、凡未按规划要求完成配套设施建设的住房,不得交付使用;商业银行不得提供个人住房贷款;二、对资本金达不到规定标准、违反合同约定拖欠工程款的房地产开发企业,不得审批或同意其新开工项目;三、对违规销售经济适用住房的开发企业要严肃查处,凡未制订相应监督管理办法或未按规定进行审核的城市,不得以行政划拨方式提供建设用地;四、对未取得土地使用权证书、建设用地规划许可证、建设工程规划许可证和施工许可证开工报告的项目,商业银行不得发放任何形式贷款;五、对
