现有的研究往往只关注经济发展不平衡及财政分权对教育均等化的影响,而忽视了现行教育制度本身就存在供给的失衡。现行教育资源的配置在制度供给上严重失衡,主要表现在教师编制制度供给上的＂错位＂和＂缺位＂,这对农村地区和学生密度低的地区很不公平,已成为实现地区间和城乡间教育均等化的体制障碍。
