海关在区域经济一体化进程中的可能贡献探析——从地方利益冲突之协调切入

“区域协调发展”已成为我国的国家战略。长三角又被视为最有可能实现区域经济一体化的城市圈。从最终实现长三角一体化的角度来看,必须解决长三角区域下各种地方政府之间的利益冲突问题,以便达致区域框架下各地方主体利益的同质化或一体化。海关在解决区域一体化进程中地方利益冲突方面的可能贡献在于:海关系统所采用的垂直领导体制,有利于打破行政区划下的各地方藩篱;海关在最近一段时期的变革历程中,拥有丰富的应对国际区域一体化经验;海关近时的改革举措也将有助于国内区域一体化的推进。对于区域一体化而言,海关所进行的大监管体系构建工作有助于为区域内成员单位提供统一、高效的通关服务,打破区域一体化下业已形成的市场分割体系。 “Regional Coordinated Development ” has become China’s national strategy. The Yangtze River Delta is also considered as the most likely urban area for regional economic integration. From the perspective of ultimately realizing the integration of the Yangtze River Delta, it is necessary to resolve the issue of conflicts of interests among various local governments in the Yangtze River Delta so as to achieve the homogenization or integration of the interests of various localities under the regional framework. The possible contribution of the Customs in resolving the conflicts of local interests in the process of regional integration lies in the fact that the vertical leadership system adopted by the customs system is conducive to breaking the local barriers under the administrative divisions. In the course of the recent period of change, the Customs has a wealth of To cope with the international regional integration experience; the recent customs reform measures will also contribute to the promotion of domestic regional integration. For regional integration, the establishment of a large regulatory system by the Customs helps to provide unified and efficient customs clearance services to member units in the region and break the already existing market segmentation system under regional integration.
