自20世纪70年代起,世界各国开始重视基础教育质量监测,纷纷建立国家层面的基础教育质量监测体系。阅读是学生在校学习和个人终身发展的基础,建立在阅读素养基础上的国民素质是一个国家发展的先决条件。因此,对学生阅读能力的发展状况进行监测是个很重要的课题。当前国际上对学生阅读能力进行监测的代表性项目有OECD发起和统筹的国际阅读评估项目
Since the 1970s, various countries in the world have begun to attach importance to the monitoring of the quality of basic education, and have successively set up a system for monitoring the quality of basic education at the national level. Reading is the basis for students to study in school and personal lifelong development. The quality of the nationality based on reading literacy is a prerequisite for the development of a country. Therefore, monitoring the development of students’ reading ability is a very important issue. The current international monitoring of students’ reading ability of the project has the OECD initiated and co-ordinated international reading evaluation project
