我国正处在建立社会主义市场经济新体制的非常时期,现代信息社会具有多样性、多变性、复杂性.因此,领导决策难度增大,决策风险增多,往往要为一个决策思量再三.领导要进行比较科学的决策,就渴求有许多外脑参与谋划.在诸多外脑中,办公室主任是最贴近的外脑.所以,办公室主任的进言献策就显得特别迫切和重要.能不能出好主意是办公室主任首先要考虑的事情.为此,我们要常常想大局、议大事、图大谋,当好参谋长.要达到这个要求,必须树立这样几个意识:一是参与意识.就是积极、主动参与到领导活动中去.要为决策服务,首先要贴近领导,了解领导.不知领导所思所想怎么服务?所以,参与是搞好决策服务的前提.当然,主动参与也应该有个度.只要领导允许,只要领导有某种决策的愿望,哪怕这种愿望尚处在朦胧状态,就应该参与进去.
