我国现有矿产资源有偿使用制度存在主体部分目标不明确 ,相互间功能界限不清晰 ;整体功能不完善 ;资源配置方式单一等问题 ,我们应吸收和借鉴国外尤其是矿业发达国家矿产资源有偿使用制度的优点 ,顺应世界矿业的发展潮流。根据我国矿业的实际情况 ,作者提出了我国新的矿产资源有偿使用制度的主体架构 ,即 :(1)权利金 ;(2 )优质资源出让金 ;(3 )矿业权租金。鉴于新旧两种矿产资源有偿使用制度下利益格局的变动 ,作者提出了相应的过渡性措施。

According to the actual situation of China’s mining industry, the author proposes the main structure of China’s new system of paid use of mineral resources, namely: (1) royalties; (2) premium resources; and (3) rent for mining rights. In view of the changes in the pattern of interests under the system of paid use of both old and new mineral resources, the authors put forward corresponding transitional measures.
