党的十八大报告把社会组织体制改革作为社会建设和社会体制改革的重要目标。构建现代社会组织法人治理结构主要有三个关键环节:第一,明确理事会和秘书处的权责关系。第二,切实发挥监事会职能,形成决策、监督、执行机构之间的制衡机制。第三,健全完善日常管理制度,建立公开、透明、高效的社会组织管理长效机制。围绕这三个关键环节,可以从三个方面入手,加快社会组织法人治理结构的建设步伐。一是加强章程审查,以章程为核心明确法人治理结构的构成和权责关系。二是加快社会组织监事会建设。三是在社会组织内部尽快建立第三方评估机制。 The 18th CPC National Congress report takes the reform of social organization as an important goal of social construction and social system reform. There are mainly three key links in building a corporate governance structure for modern social organizations: First, to clarify the power and responsibility relationship between the board and the secretariat. Second, we must give full play to the functions of the board of supervisors and form a mechanism of checks and balances among decision-making, supervision and enforcement agencies. Third, improve and perfect the daily management system and establish a long-term mechanism for open, transparent and efficient management of social organizations. Around these three key links, we can start from three aspects and speed up the pace of building a corporate governance structure for social organizations. First, strengthen the constitutional review, the constitution as the core of a clear corporate governance structure and rights and responsibilities. The second is to speed up the construction of social organizations board of supervisors. Third, establish a third-party assessment mechanism within the social organization as soon as possible.
