本文认为加强干部监督工作是组织部门的重要职责 ,但在实践中存在着五难问题 :一是组织部门的职责权限受限制 ,使监督工作难实施 ;二是干部实践活动的多样化 ,使监督工作难跟上 ;三是一把手赋权过重 ,使监督工作程序难执行 ;四是干部监督机制的缺陷 ,使监督工作难到位 ;五是监督工作的滞后性 ,使监督作用难发挥。针对五难问题 ,本文明确提出并阐述了组织部门应负起“干部培训、选拔任用、管理监督”三位一体的任务 ,探讨了解决五难问题的对策措施
This paper believes that to strengthen the work of supervising cadres is an important responsibility of organizing departments, but in practice there are five problems: First, the authority and responsibility of the organizational departments are limited, so that supervision is difficult to implement; second, diversification of cadre practical activities makes the supervision Thirdly, the empowerment of the top leaders makes it difficult to supervise the work procedures; fourthly, the defects of the supervisory mechanism of the cadres make it difficult to supervise the work; fifthly, the lag of oversight work makes it difficult to supervise the work. In response to the five-difficult issue, this article explicitly put forward and stated that the organizational department should assume the task of “training cadres, selecting and appointing, supervising and managing cadres”, and discussed the countermeasures for resolving the five-difficult issue
