以辽宁省为例,分析森林病虫害风险的影响因素,选取并量化森林病虫害风险评价指标,建立风险指标体系。获取辽宁省21个县2000~2013年的气象、人文和环境数据,采用聚类分析法,对各地级市进行病虫害风险区划,得到四类风险区。再基于风险区划进行保险费率厘定,使费率与区域风险水平相适应,保证保险责任与保险负担的统一。并以费率的科学厘定为核心设计森林病虫害保险产品,弥补现有森林保险品种的缺陷,进而对保险产品设计和保费政策方面提出建议。
Taking Liaoning Province as an example, the influential factors of forest pests and diseases were analyzed, the risk assessment indexes of forest pests and diseases were selected and quantified, and the risk index system was established. The meteorological, cultural and environmental data of 21 counties in Liaoning Province from 2000 to 2013 were obtained. Cluster analysis was used to carry out zoning of pest and disease risk in each prefecture-level city, and four risk areas were obtained. And then based on the risk zoning of premium rates determined to rate and regional risk level to adapt to ensure the unity of insurance liability and insurance burden. It also designs forest pests and diseases insurance products based on the scientific determination of rates so as to make up for the shortcomings of the existing forest insurance varieties and then makes recommendations on insurance product design and premium policies.
