今年以来,面对突如其来的非典疫情给地方税收带来的不利影响,全省各级地税部门认真贯彻省委、省政府和国家税务总局关于税收工作的总体部署牢牢把握组织收入这个中心,坚持依法治税,及时调整思路,一手抓非典防治,一手抓税费征管,保持了各项收入的持续稳定增长。上半年,全省地税部门累计组织各项收入102.3亿元,半年收入首次突破百亿元大关,同比增收21.6亿元,增长26.8％。其中,入库地方税收入62.2亿元,同比增收11.8亿元,增长23.4％,完成年计划的54.9％,超过时间进度4.9个百分点;入库基本养老、基本医疗、失业三项社会保险费收入39.3亿元,同比增收9.9亿元,增长33.8％,为完成全年组织收入任务奠定了坚实的基础。 但是,必须清醒地看到,完成全年的组织收入任务,还面临着诸多困难:一是我省经济结构性矛盾仍很突出。城
