纳税服务是指税务机关依据税收法律、行政法规的规定，在税收征收、管理、检查和实施税收法律救济过程中，向纳税人提供的服务事项和措施的总称。纳税服务是税务机关行政行为的组成部分，是促进纳税人依法诚信纳税和税务机关依法公正征税的基础性工作，其质量的优劣直接影响到税收征管工作的整体质量。
