我省圆满完成童元、黄郢行洪圩区铲堤和移民安置任务河南省固始县三河尖乡境内的童元、黄郢、建湾三个圩区,位于淮河干流与史灌河汇流处的三角地带,总面积18.9平方公里,圩堤总长30.45公里,圩区内有耕地1.55万亩,13720口人。由于这三个圩区夹在安徽境内的蒙洼滞洪区围堤和城西湖蓄洪区圩堤的行洪道中间,是淮河行洪的唯一通道,而淮河在这一段的行洪断面只有250～400米宽,上游来水面积却有37752平方公里,以致阻水严
