治黄规划的核心是统一安排黄河水沙资源的利用和处理,其中包含着除害与兴利的结合。鉴于黄河的水沙具有其独特的规律,在规划的指导思想上,应强调从黄河流域的实际情况出发,把防洪与减淤结合起来,考虑防洪、减淤的前景及其总体布局时应留有余地。对黄土高原水土保持的评价应该主要着眼于为当地人民治穷致富,为下游减沙应作为另外一个不同性质的问题,应将二者区别开来。基于这一点,不能单从向下游输沙多少的观点来划分水土流失类型区。作者还就干流工程的布局问题、完普现有防洪体系问题、进一步研究增大河道输沙能力的可能性问题、入海流路的规划问题以及黄河水资源的合理利用等问题提出了一些意见。作者建议治黄部门与石油部门结合起来,加强黄河河口三角洲的治理与开发,并提出通过以加强节水为中心的技术改造,促使黄河水资源更好的合理利用。

The author also put forward some suggestions on the layout of the mainstream project, the completion of the existing flood control system, the further study on the possibility of increasing the sediment transport capacity of the river, the planning of the sea flow path and the rational utilization of the Yellow River water resources. The author suggests that the government should treat the Yellow River with the oil sector and strengthen the governance and development of the Yellow River Delta. It also proposes that the Yellow River water resources should be better and rationally utilized through technological transformation centered on water conservation.
