党的十六大以来,中央领导集体把推进党内民主建设作为保持和发展党的先进性的一项根本性建设,在党内民主制度建设方面做出了很大努力并逐渐形成一整套制度。把发展党内民主是政治体制改革和政治文明建设的重要内容,以党内民主带动人民民主是建设社会主义民主政治的一条重要途径,发展党内民主是构建党内和谐的重要途径,围绕党员民主权利推进党内民主制度建设。
