在很多西方国家,行政立法公众参与制度已经发展得相当成熟.然而在中国,它才刚起步,相关的法律规定也很不完善.究竟为什么我们要给予公众在行政立法参与方面以足够的重视,我国目前有关此方面的法律规定又有什么不足,我们应当如何完善这一制度?本文在此作了简要的分析和论述.
