2010年8月30日至9月10日,国际民航组织国际航空保安公约外交大会在北京召开。在12天的会期内,近80个国家和组织的300多名代表和国际民用航空组织(ICAO)的高级官员就条约涉及的主要争议问题进行最后的磋商,并最终产生了2010年《北京公约》和2010年《北京议定书》。这是民航史上第一个以中国城市命名的国际公约。《北京公约》和《北京议定书》将成为国际反恐公约中的重要组成部分,意义深远。本文以对比《北京公约》与《蒙特利尔公约》的方式,对《北京公约》进行解读。
From August 30 to September 10, 2010, the ICAO Diplomatic Conference on International Aviation Security was held in Beijing. Over the 12-day conference, over 300 delegates from nearly 80 countries and senior officials of the International Civil Aviation Organization (ICAO) held final consultations on the major issues surrounding the treaty and eventually resulted in the 2010 Beijing Convention “And the 2010” Beijing Protocol. “ This is the first international convention in the history of civil aviation that named China’s cities. The ”Beijing Convention“ and the ”Beijing Protocol“ will become an important part of the international anti-terrorism convention and have far-reaching significance. This article compares the ”Beijing Convention“ and the ”Montreal Convention“ to interpret the ”Beijing Convention."
